Charter Oak State College

Charter Oak State College is Connecticut's public online college, offering bachelor's and associate degree completion programs for adults. Charter Oak's programs are designed to serve adult students who already have some college credit.

The competency-based education program at Charter Oak is a long standing hybrid program that allows students to develop portfolios, take exams, have credentials assessed, or take courses that are based on competencies to demonstrate their understanding of the subject/n outcomes. Students are allowed to demonstrate competency in all areas, but they must demonstrate all of the competencies of a course and cannot receive partial credit. A partner in the Breakthrough Model Initiative (BMI) project, Charter Oak is also currently scaling its competency-based education program with more than 10 certificate-awarding competency programs and multiple Bachelors programs that apply competency-based learning principles.

Charter Oak is also conducting the Prior Learning Assessments (PLA) for Connecticut's state-wide DOL TAACCCT Health and Life Sciences Career Initiative grant. Charter Oak is committed to serving its students and increasing their graduation rates to 70 percent over the next five years.
